In the 1970s, Hoover formed an alliance with another Chicago street gang called the Folk Nation. This alliance allowed the two gangs to control much of the drug trade in the city. The alliance also led to a series of violent turf wars with other gangs.
Hoover was arrested in 1974 for a murder that occurred during one of these turf wars. He received a jail term of 150 to 200 years. However, he continued to run the Gangster Disciples from behind bars.
In the 1990s, the Folk Nation and the Gangster Disciples split. This led to a series of violent conflicts between the two gangs.
Larry Hoover was born in Jackson, Mississippi, on November 30, 1950, the fifth child and second son of Minnie and Willie Hoover. Hoover’s father died when he was two years old, and his mother remarried when he was nine. His stepfather, J.L. Sims, was a strict disciplinarian who regularly beat Hoover and his siblings. To escape the abuse, Hoover began running the streets of Jackson, where he quickly fell in with a local gang. He dropped out of high school in the ninth grade and soon began dealing drugs.

Hoover then became the leader of the Black Gangster Disciples Nation while it was under his control. The South Side drug trade was taken over by the Black Gangster Disciples during Hoover’s presidency. Hoover played a role in the Peoples’ Nation’s creation.
